Release Overview
Q1S5.21 This Sprint has been dedicated to enhancing e4473 for our customers. The enhancements to include; the ability to reserve a serial number to a specific 4473, the ability to check the validity of a license by date of issuance and expiration date, whether an individual meets the age parameter to purchase certain types of firearms, and a notification that a re-certification signature is required by the purchaser in order to transfer a firearm.
Reserve SN to an active, in-progress 4473
- Prior to this enhancement, FFLs log firearms into the eBound Book and transfer them to consumers after successful completion of Form 4473. In the current environment, the FFL starts 4473 Section A by selecting one or more firearms. Unfortunately, the start of the 4473 does not “reserve” a serial number such that another employee, operating in another browser can select the same serial number.
- Enhancement implementation, A firearm cannot be assigned to more than one 4473 at the same time.
- New firearm status indicator. The indicator will show in the Item Detail report (which exists today) and also exist behind the scenes to drive logic. The indicator will be in the form of a checkbox which can be manually changed by a user**

- **The purpose is to permit the users to “release” a firearm back for use in the event of a system or data error. That should limit our involvement in corrections.
- Process Requirement – Status Changes
- When the firearm is selected in Section A, its status changes to “Assigned to 4473”.
- When a 4473 is coded as “Denied” its status is changed back to Available.
- The user can manually change the status by searching in the Item Detail and changing the checkbox.
- Process Requirement – Blocking Selection of an “Assigned” firearm
- In Section A, when the FFL selects a firearm, the system will check its status and either: (a) Move forward as usual; or (b) Stop the user from moving forward and prompt them with a message “Firearm is Assigned to another 4473”
Check validity of License Date on 4473 Form
- Prior to enhancement:
- On question 29 there is a “Date of Issuance” field and “Date of Expiration” field. Neither one currently validates the dates entered.
- Enhancement Implementation
- Date of Issuance Validation - If the date entered is after today’s date (e.g., the license isn’t yet valid) the application should not be permitted to move forward. The validation should occur when you hit the Save / Next button as do all other validation controls in the current environment.
- Date of Expiration Validation - If the date entered is before today’s date (e.g., the license expired) the application should not be permitted to move forward. The validation should occur when you hit the Save / Next button as do all other validation controls in the current environment.
Check Transferee DOB vs. Firearm Type
- Prior to enhancement:
- an error with a stop (not a hard stop, the transfer will still need cancelled) would be displayed only once Q. 27a-d were populated, eg. NICS initiated date and “delayed or proceed”.
- Enhancement Implementation:
- A customer facing age requirement error will now be generated (not a hard stop) upon the customer completing the first part of SEC. B, (q. 17) and clicking “next”.
- The customer will be able to complete SECTION B and sign.
- An FFL facing age requirement error will generate upon, the FFL going into 4473 In-Progress and selecting the appropriate customer, at the start of SECTION C, (no hard stop), the FFL can continue with the 4473, upon reaching Q. 27a-d and populating another age requirement error will be generated, the FFL will not be able to continue to complete the transfer and the 4473 will need to be cancelled, by clicking the “cancel transfer” button at the bottom right of the screen. The FFL will fill in employee name and sign, hit next and the message will read, “Firearm(s) disposition not completed at this time. Completed e4473 will available for review in e4473 – Completed Area.
Require Recertification When NICS Shows Delayed Status
- Prior to Enhancement:
- Upon continuing a 4473 In-Progress, if the system’s date is after the date the Transferee signed the form (Field 23), Customer Recertification is mandatory after FFL selects “Yes” on the first screen asking the FFL whether they wish to complete the transaction and Dispose of the firearm (this screen pops up after FFL completes Section C post Q. 29)). The system should automatically navigate to that signature in Section D after customer clicks “Yes”.
- The system does automatically navigate to the Transferee Recertification Signature Screen.
- Enhancement Implementation:
- The system will work the same as above, however, a message in BOLD RED text between Q. 30 and the signature box: Recertification signature required Customer. Is now present.
